I think this was wrong way compare product and tool.
Wordpress solves problems of users.
Tools like ZF solves problems of programmers, who are users too. But these are specific users with specific problems. So it is expected that popularity of ZF is lower then Wordpress. They solve problems from different worlds.

The idea was not to compare PHP applications to frameworks, but rather to explain their influence in the apparent growth of PHP popularity.
